Selective Process for Refugee Migrants

The Examination Center of the Federal University of Paraná (NC/UFPR), a unit established on a permanent basis by Ordinance No. 95-UFPR, of 06/12/2002, makes public the rules governing the Special Selective Process for Admission and Re-admission for migrants regularly admitted in Brazil and holding refugee status from their country of origin or humanitarian visa, and who have started higher education courses in foreign educational institutions to UFPR undergraduate courses or migrants in refugee status or with humanitarian visa in the courses offered through this Notice, in accordance with resolutions No. 13/14 and 63/18-CEPE, respectively, other resolutions and complementary legislation, and the determinations of this Notice.

Qualifications
(a) Proof of refugee status, refugee applicant, with humanitarian visa or residence authorization from neighboring countries where there is no agreement for nationals of Mercosur Member States and Associated Countries, according to CEPE resolutions No. 13/147 and 63/18; (b)Having completed High School by the date of publication of this notice. (c) For re-admission, in addition to items a and b, the candidate must prove the commencement of undergraduate studies in the foreign country.
Procedure
2.1 Before registering, the candidate must ensure that they meet all the requirements specified in this Regulatory Notice. 2.2 Registrations must be made through a specific link on the NC/UFPR website (www.nc.ufpr.br) within the period determined in the schedule in Annex I of this Notice. 2.3 No registration fee will be charged for this Notice. 2.4 Each candidate may submit only one (01) registration, indicating: a) b) Whether they wish to enroll in undergraduate studies (in this case, they must indicate three courses they are interested in) or; If they wish to re-enroll in the undergraduate course already started in a foreign country (in this case, they must inform the course already started). 2.5 When registering, the candidate must provide their Taxpayer Identification Number (CPF) in regular status, and the use of a third party's CPF is prohibited. 2.6 Observing the provisions of subsection 1.4, the candidate must upload the following documents: a) A document proving the required migratory status, such as a copy of the refugee request (MJ/PF Protocol); or a document proving refugee status recognized by the National Committee for Refugees - CONARE (Passport, RNE, CIE, RNM, CRNM, all indicating Law 9474/97); or a document attesting to the humanitarian nature of the migratory condition (Passport, RNE, CIE, RNM, CRNM, with the indication of the National Immigration Council's Ordinances - CNIg, Interministerial Ordinances or other competent body or the humanitarian reception visa/residence); or another document proving compliance with the migratory requirements to compete; b) Identity document: RNE / RNM / CNE / CNM or passport or Identity Cards issued by the Secretaries of Security, the Armed Forces, the Military Police, the Military Firefighters, the Ministry of Foreign Affairs; professional identification cards issued by Orders or Professional Councils, such as OAB and CREA, among others; Work and Social Security Card, as well as the National Driver's License (with photo), under Law No. 9.053/97; c) Birth or marriage certificate or corresponding consular certificate; d) Document from the Federal Revenue of Brazil, issuing a registration number in the Cadastro de Pessoas Físicas (CPF) https://servicos.receita.fazenda.gov.br/Servicos/CPF/InscricaoCpfEstrangeiro/default.asp; e) Transcript and Certificate of completion of High School. In the case of high school completed abroad, such a document must be revalidated1 by the Education Department of any state in Brazil. Brazilian state, except those produced in MERCOSUR countries (Argentina, Paraguay, and Uruguay) as they are exempt from revalidation and translation when in Spanish. 2.6.1 For Re-admission candidates, in addition to the documentation in subsection 2.6, the following document is required: a) Undergraduate transcript (front and back) specifying the courses and duration of the program, the workload of each course, grades, approval concepts or proof of credits obtained in each course, or proof of curriculum completion, if available, or any document proving their status as an undergraduate student abroad. 2.7. In the absence of any document listed in subsections 2.6 and 2.6.1, the candidate must justify the impossibility of obtaining the documents through a handwritten declaration. 2.8. All registrations are conditional and may be canceled at any time if any irregularity is identified. 2.9. The candidate assumes full responsibility for the information provided in the registration form, bearing the consequences of any errors and omissions. 2.10. The candidate who does not present any document from subsections 2.6, 2.6.1, and 2.7, will be considered withdrawn and automatically eliminated from the process. 2.11. On the date provided in Annex I, the list of approved registrations will be published. 2.12. Candidates whose registration is not approved, provided they have not been eliminated under subsection 2.10, may file an administrative appeal through a specific link on the NC/UFPR website. 2.13. Appeals will be analyzed by the examining board and if any appeal is granted, a new list of approved registrations will be published on the date established in the schedule of Annex I.
