Researchers who are demonstrably at risk – regardless of their subject area and country of origin – are eligible for funding under the initiative. Evidence of the threat is considered to be either a residence status in the context of an asylum procedure within the EU from which a recognised threat emerges, or credible proof of endangerment from a third party, issued no more than 12 months before the application deadline. Proof of endangerment: For nominations from people from Belarus, Russia, Azerbaijan and Central Asian countries, please contact us (e-mail: schwartz-initiative[at]avh.de). In the case of Afghan, Sudanese and Ukrainian nominees, a self-disclosure on the endangerment is sufficient (1 – 2 pages, German or English, written and signed by the nominee). We remind you that a threat can also be proven by other credible third parties. Please refer to our handout (PDF) and contact us before requesting a third-party organisation for proof of risk. In addition, candidates for a Philipp Schwartz Fellowship must meet the following criteria: Doctorate or equivalent academic degree (Ph.D., C.Sc. or equivalent). In the case of legal or medical doctorates, equivalence to a research doctorate must be proven. At the time of application, the person has generally not yet resided outside the home country or has not been outside the home country for more than five years; "Educational residents" are excluded. Language skills required for the successful implementation of the research project. Scientific qualifications (e.g. publications) Potential for integration into the (science-related) labour market Researchers who have already received funding under the Philipp Schwartz Initiative or who have access to a safe country of residence due to dual citizenship or other circumstances (e.g. marriage to an EU citizen) as well as German citizens are excluded from funding. Multiple nominations of a person by different potential host institutions are not possible.
