This is a selection process for admission to an undergraduate course at UFRGS, aimed at people who provide documentary proof that they are in a refugee situation, those entering the country as a result of family reunification or people who have obtained regularization of their situation in Brazil for humanitarian reasons. The notice offering vacancies and the rules for participation in this selection process is published once a year.

Qualifications
1.1 This notice is intended for the admission to undergraduate courses at UFRGS, in the academic semester of 2025/1, for individuals who can document their status as a refugee or who have entered the country for family reunification, and who have completed high school. 1.2 The status of a refugee is equated to individuals who have regularized their situation in Brazil for humanitarian reasons. 1.3 Admission of students supported by CONSUN Decision No. 366/2015 can only be used once.
Procedure
3.1 The registration must be carried out in person from November 4, 2024, to November 8, 2024, at the Division of Academic Life - DIVA/DECORDI (Av. Paulo Gama, nº 110, Annex Building I of the Rectory, 2nd floor, service from Monday to Friday, from 9 am to 12 pm and from 2 pm to 5 pm). 3.2 The registration must be done by the candidate or their legal representative, equipped with the original power of attorney and identification documents of the attorney (original) and the principal (original or copy). 3.3 Registration will not be carried out outside the period mentioned in this notice. 3.4 No other form of registration will be accepted other than the one described in this notice. 3.5 For registration, the candidate must present all mandatory original documentation required in the notice. 3.6 At the time of registration, the documentation presented by the candidate will be fully digitized by a University staff member, who will initiate the administrative registration process in the Electronic Information System (SEI). The receipt of the process opening, with the respective identification number, will be given to the candidate at the time of registration. 3.7 At the time of registration, it will not be evaluated, under any circumstances, whether the candidate meets the criteria established to compete for a spot in this selection process, nor will the compliance of the mandatory documentation be verified. 3.8 Registration is allowed for only one course among those offered in this notice. 3.9 After registration, the candidate will not be allowed to submit additional documentation and/or access the administrative registration process. 3.10 Changing the course choice from the one originally indicated in the candidate's Registration Request will not be permitted. 3.11 Under no circumstances will the candidate be allowed more than one registration. If more than one registration is made, the last registered one will be confirmed. 3.12 The registration of a candidate with an active link or who has already had a link in an undergraduate course at UFRGS under the modality of admission of a person in a refugee situation will not be homologated, that is, the registration of a candidate who has already occupied a spot under this admission modality will not be accepted.4.1 The following original documents must be presented for registration: I – Duly completed and signed Registration Request (template in the Annex of the notice); II – Identification document with CPF (original), within the validity period, which may be: a) National Migration Registry Card (CRNM) linked to the refugee status; b) National Foreigner Registry (RNE) linked to the refugee status; c) Provisional National Migration Registry Document (DPRNM) linked to the refugee status; d) Refugee Protocol. III – Document proving refugee status (original), within the validity period, which may be: a) Decision issued by CONARE proving refugee status; b) Refugee application protocol; c) Visa issued by the Brazilian State for humanitarian reasons; d) Document proving entry into the country for family reunification. IV – Declaration of occupation or non-occupation of another spot in a Public Higher Education Institution (template in the Annex of the notice); V – Portuguese language proficiency certificate, which may be: a) Certificate of Proficiency in Portuguese for Foreigners – Celpe-Bras; b) Publication in the Official Gazette of the Union proving approval in Celpe-Bras; c) Declaration by the candidate committing to present the Celpe-Bras Certificate within the deadline established in the notice if classified within the number of vacancies offered in the course (Declaration available in the Annex of this notice).VI- Proof of completion of high school (original), which may be: a) Certificate of High School Completion, either in the Regular Education mode or the Youth and Adult Education mode, recognized by the competent Brazilian public authority; b) Certificate of High School Completion issued abroad accompanied by a Declaration of Equivalence of Studies issued by a Brazilian State Department of Education (equivalence to Brazilian high school studies conducted at this level abroad); c) Certification of completion by ENEM (certificate of completion based on the results of the National High School Exam); d) Certification of completion by the National Exam for Certification of Youth and Adult Competencies – ENCCEJA or certification of competence exams or evaluations of youth and adults conducted by Brazilian state education systems; e) High School Completion Certificate validated by CONARE; f) Higher Education Diploma recognized in Brazil according to the law; g) Higher Education documentation validated by CONARE; h) Certificate of High School Completion issued abroad accompanied by a Protocol for requesting Equivalence of Studies provided by a Brazilian State Department of Education (equivalence to Brazilian high school studies conducted at this level abroad); i) Other means of proof, at the candidate's discretion, when it is not possible to present documents proving education at the high school or higher education level, as established in the sole paragraph of Art. 2 of CONSUN Decision No. 366/2015.VII - Letter of Intent with the justification for applying to the desired course. 4.1.1 The Letter of Intent is required for candidates of the following courses: Administration - Bachelor's Degree - Full-time Administration - Bachelor's Degree - Evening Agronomy - Bachelor's Degree - Full-time Library Science - Bachelor's Degree - Full-time Biotechnology - Bachelor's Degree - Full-time Biological Sciences - Bachelor's Degree - Full-time Biological Sciences - Licentiate - Full-time Food Engineering - Bachelor's Degree - Full-time Materials Engineering - Bachelor's Degree - Full-time Metallurgical Engineering - Bachelor's Degree - Full-time Chemical Engineering - Bachelor's Degree - Full-time Philosophy - Bachelor's Degree - Full-time Philosophy - Licentiate - Evening Geography - Bachelor's Degree - Full-time Geography - Licentiate - Full-time Art History - Bachelor's Degree - Evening Museology - Bachelor's Degree - Full-time Dentistry - Bachelor's Degree - Full-time Dentistry - Bachelor's Degree - Evening Pedagogy - Licentiate - Morning Public Policy - Bachelor's Degree - Evening Public Health - Bachelor's Degree - Full-time Theatre - Bachelor's Degree - Full-time Theatre - Licentiate - Full-time Animal Science - Bachelor's Degree - Full-time. 4.1.2 No candidate is exempt from presenting the Certificate of Proficiency in Portuguese for Foreigners – Celpe-Bras, not even candidates from Portuguese-speaking countries or those who have completed high school or other types of education in Brazil. 4.1.3 Candidates who register with the Protocol for requesting Equivalence of Studies, if classified within the number of vacancies offered in the course, must present, for the purposes of enrollment in an undergraduate course at UFRGS and under penalty of losing the spot, the Declaration of Equivalence of Studies issued by a Brazilian State Department of Education by February 21, 2025. 4.1.4 Failure to complete the Registration Request, as well as its incorrect, erased, illegible, or incomplete filling, or the absence of a signature on the said document, will result in the non-homologation of the registration.4.2 The original documents will be verified by a UFRGS staff member at the time of registration and returned to the candidate immediately.
