This system aims to strengthen the connection between universities and society, particularly industry.

Qualifications
To be eligible to take this exam, one may not be a Japanese national and one must have residence status (or be expected to have residence status) such that there is no obstacle to university entry pursuant to the Japanese Immigration Control and Refugee Recognition Act. Furthermore, the person must not have permission for permanent residence in Japan and must fulfill one of Application requirements (1) to (11) listed. (1) Having graduated from a university or expecting to graduate by the end of March 2025 (2) Having been awarded a bachelor’s degree pursuant to the provisions in Paragraph 7 of Article 104 of the School Education Act (Act No. 26 of 1947) or expecting to receive one by the end of March 2025 (3) Having completed 16 years of school education in a foreign country or expecting to do so by the end of March 2025 (4) Having completed a course at an educational facility in Japan that is recognized as offering a university course in a foreign country under the school education system of that foreign country and that is separately designated by the Minister of Education, Culture, Sports, Science and Technology or expecting to do so by the end of March 2025 (the person must be considered to have completed 16 years of school education under the system of that foreign country) (5) Having completed, while in Japan, 16 years of school education in a foreign country by taking a correspondence course of study offered by a school in that foreign country or expecting to do so by the end of March 2025 (6) Having been awarded a degree equivalent to a bachelor’s degree by completing a course (which could be a correspondence course of study offered in Japan by a school in a foreign country or a course at an educational facility recognized as such by the school education system of the said country and designated in the item(4))with a study of three years or more at a university in a foreign country or at another school in a foreign country (limited to schools where the comprehensive education and research activities have been evaluated by a person licensed to do so by the government of the said country or by a related agency or schools that are separately designated as equivalent by the Minister of Education, Culture, Sports, Science and Technology) (7) Having completed a post-secondary course designated separately by the Minister of Education, Culture, Sports, Science and Technology at a specialized training college (limited to a course with a period of study of at least four years and that meets the other standards established by the Minister of Education, Culture, Sports, Science and Technology) on or after the date designated by the Minister of Education, Culture, Sports, Science and Technology or expecting to do so (8) Having been designated by the Minister of Education, Culture, Sports, Science and Technology (Public Notice of the Ministry of Education No. 5, 1953) (9) Having entered a graduate school other than the Graduate School of Science and Technology pursuant to the provisions of Paragraph 2 of Article 102 of the School Education Act (Act No. 26 of 1947) and being deemed by the Graduate School of Science and Technology to have scholastic ability suitable for receiving graduate level education (10) Having been enrolled in a university for three years or more, having expect to be enrolled in the university for more than 3 years by the end of March 2025, having completed 15 years of school education in a foreign country, or having completed a course at an educational facility in Japan that is recognized as offering a university course in a foreign country under the school education system of that foreign country and that is separately designated by the Minister of Education, Culture, Sports, Science and Technology (the person must be considered to have completed 15 years of school education under the system of that foreign country), as well as having achieved excellent results in subjects specified by this Graduate School (11) Being equal or more than 22 years of age by the end of March 2025 and being recognized as having scholastic ability equal to or greater than that of a university graduate through an individual entrance qualifications assessment by this Graduate School
