Supports students at risk

The Konstanty Kalinowski Scholarship Programme of the Government of the Republic of Poland (hereinafter: the KK Programme) was initiated by a Letter of Intent signed on 30 March 2006 at the Warsaw University by the then Prime Minister of the Polish Government Kazimierz Marcinkiewicz, the distinguished Belarusian pro-democratic activist Aleksander Milinkevich and representatives of the Conference of Rectors of Academic Schools in Poland (CRASP) and the Konferencja Rektorów Uniwersytetów Polskich (KRUP) – the Conference of Rectors of Polish Universities. The KK Programme is implemented by the University of Warsaw – Centre of East European Study (SEW UW), in cooperation with the Ministry of Science and Higher Education and the Ministry of Foreign Affairs Republic of Poland. Funds for scholarships for students from Belarus are provided by the Polish government, while the universities cooperating with the KK Programme provide the scientific and didactic conditions.

Qualifications
1. Scholarship recipients of the KKI Programme may be Belarusian citizens who do not have citizenship or right of permanent residence in the Republic of Poland or another EU/EFTA/ OECD country and who, for political reasons, cannot undertake studies/have been expelled from university and therefore have no possibility to undertake/continue studies in Belarus. 2. This also applies to graduates of the independent Jakub Kolas High School of Humanities in Minsk. 3. Candidates are qualified by a Selection Committee consisting of employees of the University of Warsaw and, optionally, employees of the Ministry of Science and Higher Education and the Ministry of Foreign Affairs Republic of Poland. 4. The Commission draws up a ranking list of candidates for the KKI Programme to be accepted by the Programme Coordinator. 5. Persons qualified for the KKI Programme, who know the Polish language at a level of at least B2, independently apply for studies, in accordance with the requirements imposed on foreigners by the chosen university. 6. Persons qualified for the KKI Programme who do not speak Polish at a level sufficient for studies will be directed to attend a Polish language course, after the completion of which they will apply for studies on their own, in accordance with the requirements set out for foreigners by the chosen university. IMPORTANT! Before beginning their studies, participants in the KKI Programme must independently obtain a decision on the recognition of their Belarusian secondary education certificate from the Kuratorium Oświaty (Board of Education) of their place of residence in Poland. 1. A completed “Programme Candidate” questionnaire (available on the Eastern European Studies website http://studium.uw.edu.pl/, website tab “Programme I”). 2. Application for admission to the KKI Programme. 3. Secondary school graduation documents. 4. Documentary evidence of arrest/arrest or conviction (if any). 5. Evidence of study in Belarus*. 6. Records of passed subjects*. 7. Document confirming relegation from studies or information on the reasons for its absence*. 8. Other documents which, in the applicant’s opinion, may be relevant to the Selection Committee (e.g. programme of studies to be followed at Belarus in order to determine programme differences*). * concerns persons expelled from studies.
