You need: Permanent Residence or a Residence Visa; or Refugee or Asylum Seeker status; or To be the partner of a NZ Citizen or Permanent Resident on a specific Partnership Visa You are not eligible if you: Are under 19 years old Have more than 120 NZQCF credits Hold one of these: Standard Work Visa Standard Visitors Visa Student Visa Working Holiday Visa

Procedure
