The Carlos Chagas Filho Foundation for Research Support of the State of Rio de Janeiro (FAPERJ) announces through this Notice that registrations are open for the "Program to Support the Mobility and Installation of Researchers from Conflict Regions in ICTs of the State of Rio de Janeiro - 2nd Edition (2024)", which aims to receive researchers from institutions located in conflict zones to teaching and research institutions located in the State of Rio de Janeiro, referenced to process SEI-260003/008936/2024, as follows:

Admission
The proposals will be reviewed by a committee of specialists in the relevant field of knowledge, including a researcher associated with UNHCR (United Nations High Commissioner for Refugees), all designated by the Presidency of FAPERJ.
Qualifications
ELIGIBILITY AND RESTRICTIONS 2.1 From the proposer: The request will be made by the host researcher from Rio de Janeiro, who will be responsible for nominating the foreign candidate for the scholarship and transferring to them the amounts granted for mobility, which will be made available monthly. For this modality, the eligible types of proposers are: Researcher with a doctoral degree, Scientist of Our State, and Young Scientist of Our State. Other types of proposers will not be accepted by the system; Have an updated Curriculum vitae on the Lattes Platform; Have an employment or statutory relationship with the ICT based in the state of Rio de Janeiro where the project will be executed; Have a consent letter from the Rio de Janeiro-based ICT where the research activities will be carried out; Detail the plan of activities to be carried out by the foreign scholarship holder during the intended research period; Have the necessary approvals from the Ethics Committees in the case of experiments involving animals and/or 2.2 From the mobility candidate (foreign researcher): Hold a doctoral degree; Have an academic or institutional employment relationship in an Institution located in conflict zones, which extends beyond the requested subsidy period, proven through a letter from the Institution; receipt of income document, or other; Not have an employment or statutory relationship in an ICT based in the State of Rio de Janeiro; Demonstrate the ability to train new researchers; Must commit to full dedication to the research project. In case of an employment or statutory relationship in another Brazilian teaching and research institution, a document proving full release from this relationship for the development of the research project at the Rio de Janeiro-based ICT must be attached; The visiting researcher is responsible for conducting and managing their academic activities autonomously during their stay in the State of Rio de Janeiro; At the end of the period, host researchers/visiting researchers will have up to 1 (one) month to submit a report of activities carried out during the scholarship period. 2.3 From the proposal: The proposals to be supported by FAPERJ must comply with the criteria and standards of the International Mobility Scholarship; It must be submitted by the proposer, in this case, the host researcher, with the consent of the coordination of the Graduate Program (PPG) to which he and the visiting researcher are (will be) linked; It must be written in both Portuguese and English and contain summaries that can be publicly disclosed in both languages; It must contain a project developed in partnership between a researcher linked to the ICTs based in the state of Rio de Janeiro (i.e., the host professor, responsible for the project) and the foreign researcher (visitor) describing the teaching and research activities that will be carried out and indicating the expected dates for the stay in the State of Rio de Janeiro. The project must, necessarily, include at least one lecture intended for the general public or a scientific outreach activity. FAPERJ may request, at any time, that the foreign visiting researcher give a lecture or carry out a scientific activity as part of its scientific programming; The proposal will be presented by the host professor to the administration of the Rio de Janeiro institution for its consent. The host professor, responsible for the project, agrees to participate in the jointly developed program and to ensure the necessary conditions for welcoming the visiting professor according to the defined work program; The selection committee should emphasize the importance of the joint development of the project by the visiting professor and the host professor, especially regarding the selection of stay dates, the necessary logistics depending on the nature and expectations of the project, and the availability of existing resources in terms of communication or activities to be carried out; While in Brazil, the demands of the visiting professor will be the responsibility of the host professor, with FAPERJ solely responsible for facilitating the payment of the scholarships; The stay period should be chosen in mutual agreement with the host professor according to the Brazilian calendar (outside of university vacation periods) and the availability of the visiting researcher, according to their commitments throughout the year, in the teaching and/or research institution or outside of it.The stays can start from November 2024. The dates informed in the project can be exceptionally modified within the period defined in items 7.5 and 7.6 of this Notice. Selected professors wishing to postpone their visit to 2026 will automatically lose the benefit of approval in the Notice to which the proposal was submitted; To ensure effective communication, the selected researchers must systematically inform FAPERJ of their public activities within the mobility program, such as lectures, seminars, idea debates, etc.; The indication of the candidate for visiting researcher must be included in the request, along with the updated Curriculum Vitae, to receive the scholarship provided in this program. Each proposer may indicate only one candidate; Present a description of the research project to be developed, detailing, in general terms, the Work Plan, and containing: a) Clear delimitation of the research objectives and their rationale; b) Justification demonstrating the project's importance to the Institution, as well as the consolidation of a research line and/or technological development or concentration area; c) Delineation of the method to be used; d) Compatibility of the execution schedule for the planned activities, including specification of the goals and actions planned during the visiting researcher's stay; e) Intended results; f) Bibliographic references; g) The project execution team, including the respective qualifications of each participant and any collaborators: undergraduate students, graduate students, researchers, technicians, and collaborating/partner institutions that have provided formal written consent. This additional documentation must also be included in Sisfaperj when requesting the scholarship by the project Coordinator; h) The necessary physical and technological infrastructures, already available at the proposing Institution or to be installed to achieve the proposed research objectives in the project, as outlined in the Work Plan and schedule presented; i) The intended dates for the mobilities; j) Other relevant information; k) Up to 10 pages.2.4 Accumulation with other funding from national funding agencies for the same purpose is not allowed. It is the responsibility of the beneficiary to request suspension or cancellation, if applicable; 2.5 FAPERJ reserves the right to suspend or cancel the scholarship at any time, due to project withdrawal or any situation considered disqualifying. In such cases, the return of the public investment made will be required; 2.6 Submitting more than one proposal per proposer is prohibited, leading to the disqualification of the proposal in this situation; 2.7 Proponents with pending technical report submissions and/or financial accountability, or with disapproved financial accountability with FAPERJ (defaulters), including becoming defaulters during the evaluation process, are prohibited from participating, leading to the disqualification of the proposal in this situation; 2.8 Proponents with prohibitions or declared unfit to bid or contract with Public Administration are prohibited from participating, leading to the disqualification of the proposal in this situation.
Procedure
REGISTRATION PROCEDURE 4.1 Proposals must be submitted to FAPERJ by August 26, 2024, through SisFAPERJ (https://sisfaperj.faperj.br/sisfaperj/) in accordance with the schedule specified in item 3 of this Notice; 4.2 The registration procedure on SisFAPERJ must be carried out in accordance with ANNEX 1 of this document; 4.3 FAPERJ will not be responsible for proposals not received within the deadline due to possible technical problems and network congestion; 4.4 Proposals submitted by any means other than the SisFAPERJ electronic system, or after the final receipt deadline established in the schedule present in item 3 of this Notice, will not be accepted. For this reason, and in accordance with the principle of linkage to the notice listed in art. 5º, of Law No. 14,133, of April 1, 2021, there will be no possibility for the proposal to be accepted, examined, and judged; 4.5 When submitting the project, for this modality, all fields of the online form tabs must be filled out.
